Project Description:

The development team of Phelps Development and Davis S. Taylor Interests, Inc. successfully developed the new Yolo County Health, Alcohol, Drug and Mental Health Replacement Facility in Woodland, California (30 miles north of Sacramento) pursuant to a turnkey, build-to-suit, leaseback agreement with Yolo County, California. The public private partnership project consists of a two-story, 72,000 SF office building with 3,500 SF of Biosafety Level 2 and Level 3 lab space. The project will house the County's Mental Health and Medical Health facilities. The project was constructed to simulate a LEED Silver rating. A total of 35 LEED points are designed into the project, including:

  • Parking and accessories for alternative fuel vehicles - SS 4.3
  • Reduction of potable water use for irrigation by 50% - WE 1.1
  • Optimization of energy performance to reduce total energy costs by 30% - EA1
  • Recycling or salvaging at least 50% of construction and land clearing waste - MR 2.1
  • Use of paint with low VOC content - EQ 4.2

Financing Structure:

The project was financed by the development team and leased back to the County over a 20 year period. At the end of the 20 year lease period, the building will be conveyed to the County who will take ownership of the building. As part of the Development / Lease Agreement, the County has the option to purchase the building from the development team after completion of construction or at any time during the 20 year lease period.
